NETWORK (CAN): INVITATION TO TENDER

1. INTRODUCTION

South Dublin County Partnership (SDCP) on behalf of The Clondalkin
Access Network (CAN) is now seeking tenders from interested
individuals/ organisations to complete two key tasks with a specific
focus on the 1) effectiveness 2) efficiency and 3) impact of the CAN
initiative. Namely: a) to develop a data collection process and b)
conduct a formal evaluation of the Clondalkin Access Network (CAN)
initiative. It is expected that both components will start late

The Clondalkin Access Network was established in **Apply on the
website** to support students to remain engaged in education, raise
their awareness of third level education as an option for them, and to
increase levels of student to third level. It is a collaboration
between three post-primary DEIS schools in Clondalkin, namely:
Collinstown Park Community College; St. Kevin?s Community College;
Deansrath Community College and the South Dublin County Partnership
(SDCP).

An Access Officer, under the direction of the Lifelong Learning
Manager, is primarily responsible for the coordination and development
of the Clondalkin Access Network (CAN) working closely with the three
DEIS schools to meet agreed objectives. The Clondalkin Access Network
committee is subject to the conditions of an oversight agreement
between CAN and The Department of Further and Higher
Education,?Research,?Innovation and Science (DFHERIS) who fund this
initiative.

5. OBJECTIVES AND ACTIVITIES

6. OBJECTIVES OF TENDER

Specifically:

_A. DEVELOP A DATA COLLECTION PROCESS:_

To improve CAN?s data collection process, including updating any
systems or procedures, to enable it to:

* To identify annually the number of individuals?within each of the
National Access Plan Target Groups (Including those which will be
included in the next plan due to be finalised in early **Apply on the
website**)?who avail of CAN?s initiatives.
* To monitor going forward outcomes in relation to each target
group/each activity.
* To build relationships with HEI Clusters/Access Officers in
respect of funding initiatives under the PATH programme.
* To allow reporting annually of numbers and outcomes to DFHERIS
based on target groups
* Advise on any future improvements to data systems, procedures and
processes.
* Provide an in-depth report to CAN at the end of this data
collection process which will be subsequently furnished to DFHERIS.

_B. CONDUCT A FORMAL EVALUATION OF THE CAN INITIATIVE. THIS SHOULD
INCLUDE:_

* Provide detailed information on numbers participating in CAN?s
programme of activities in respect of priority groups as per the
National Access Plan.
* Provide outcome/progression information based on the above.
* Develop recommendations to support the further development of CAN.
* Provide an in-depth evaluation report to CAN at the end of this
review which will be subsequently furnished to DFHERIS.

7. KEY QUESTIONS TO EXPLORE IN EVALUATION:

* What have been the key outcomes, outputs, and achievements; what
was successful, and why, and what was not successful, and why not?
* Is the capacity and structure of CAN sufficient to deliver on its
aims and objectives?
* Are resources used well? What could be done differently and how?
* What resources are required to ensure the legacy of this
initiative?
* What lessons can be learned and applied from similar initiatives?

8. METHODOLOGY

Methodology must include:

* Desk research
* Field work
* Interviews with key internal and external stakeholders.
* Focus groups with key internal and external stakeholders.

9. CONSULTANCY SPECIFICATIONS

Contractors should ensure their written proposal takes full account of
the services to be provided and the designated award criteria for the
contract.

The individual or organisation hired to undertake this consultancy
should possess the following qualifications and skills:

* A clear understanding of the brief for the data process collection
and evaluation.
* Knowledge and understanding of working with/in the community
sector.
* Approach/vision outlined in the tender to meet the requirements of
the review and strategic plan, including timeframe and presentation of
the tender document.
* Previous experience of devising effective data collection
processes.
* Previous experience of evaluation work (demonstrated through the
provision of previous evaluation reports).
* A mix of skills in relation to the different types of tasks
required in the data process collection and formal evaluation.
* Robust writing and communication skills.
* Proven relationship management skills.
* Adherence to agreed-upon timeframes and deadlines.

surveys, interviews, frequency, schedule, stages of data collection).
* EXPERIENCE:?Describe previous experience in data collection
processes and formal evaluations generally and specifically in the
areas of community and voluntary sector. Describe your approach to
project management.
* STAFFING:?Identify the project team assigned to the review and
strategic plan, including (i)_?_CV?s, (ii) responsibilities for the
project, (iii) number of days that each staff member will devote to
the project, and (iv) collaboration with others to ensure there is
sufficient expertise to conduct all elements of proposed evaluation.
* BUDGET:?Estimate the cost and prepare a budget, linking the costs
to key activities in the work plan. The budget should reflect all data
collection process and formal evaluation costs.
* REFERENCES:?Provide references from two clients.
